It is not that, it is a chain of plastic "C" profiles, that had a cult status here in 80s. Everyone just had to have Cs. Collecting them and playing various street games / competitions with them was very popular in former Czechoslovakia. They are still on sale as I can see - http://www.cecka.cz/ - but their popularity is gone forever. It was a local phenomenon and I wear them only while driving my 80s cars.
