I remember formation did not matter, I used 4-2-4 (mighty Magyars, yup), 4-4-2, 4-1-5, depended on the players I had in team. If my squad was stronger than opponents one, I usually won. That changed at the end of the season usually, no matter what formation I used I got butchered and lost by three or four goals, fortunately I was in a such big lead those losses did not change anything on the 1st position and relegation.
I never bothered with tactics, just set MAN 2 MAN and that was all. After six seasons Europe had the new champ, Halifax Town Laughing

Buy good players with zero years contracts first, these players are CHEAP Very Happy In PM3 check every team in two divisions above you (eg you are in Div 3, check Div 2 and Div 1 teams) via phone and offer good players with no contract in a current team a contract. You can get superb players in this way. Then sell players you dont need, as many as the game allows you. The more players you have the bigger risk some of your player will get injured.
Do this at the beginning of every season.

I do this phone tactic all the time until you get a scout good enough to search in higher divisions for you. There is also a bug in the game where if you sell a player via an offer from the phone, if you go to the team that just bought him he won't have a contract and you can steal him back for free if you want to. However this game is very hard to run into financial difficulties if you just keep buying free players and doing your stadium up.
