Cheat mode:
Hold Fire while driving to enable the siren. Other cars will move out of the lane. You may now drive at full speed without colliding with the other vehicles.

Level select:
Press Fire + Up on the Joystick while the music is playing to begin game play at any of the sixteen levels.
