This is a very good, turn-based strategy game from KOEI, a company nowadays best known for the Dynasty Warriors series on PS2. Plays similar to Nobunaga's Ambition. The game is based on the Chinese classic "Water Margin".
KOEI is named after the KEIO, the Japanese private University - I did my PhD there
